Low Income Ratepayer Assistance
California now recognizes safe, affordable water as a fundamental human right. However, the state has not yet enacted any legislation that specifically ensures affordable access to water for all Californians. Meanwhile, the cost of water delivery has been rising alarmingly across the state for over a decade. This makes it imperative for individual water districts to devise at least interim solutions for addressing the plight of financially-disadvantaged ratepayers.
